About Us

Our Founding

The United States Council for the Protection of Children and Families was established to advance serious research and policy analysis in the field of child welfare. The organization was formed by professionals, researchers, and individuals with experience across legal, social service, and family systems who recognized the need for deeper institutional study of how child welfare policies function in practice.

USCPCF exists to examine the structures, incentives, and procedures that shape child welfare systems and to promote informed dialogue about how those systems can better serve children, families, and communities. Through research, analysis, and public education, the Council seeks to contribute to thoughtful policy development and long-term institutional improvement.

Our Mission

The mission of the United States Council for the Protection of Children and Families is to advance rigorous research, policy analysis, and public education focused on child welfare systems in the United States.

Through research, dialogue, and institutional engagement, the Council seeks to promote informed policymaking, transparency, and thoughtful reform within child welfare systems.

Our Vision

USCPCF envisions a nation where child welfare systems operate with clarity, accountability, and strong institutional safeguards, ensuring that children are protected while families and communities are supported.

In this vision, public policy is guided by careful research, transparent procedures, and sound institutional design, enabling child welfare systems to promote both child safety and family stability across communities.
